Special Session for Foreigners’ Innovation and Entrepreneurship Projects

 

In order to further introduce overseas high-tech projects and attract overseas high-level talents and teams to engage in innovation and entrepreneurship in Hangzhou, the Hangzhou Municipal Government will hold "Innovation & Entrepreneurship Competition for Overseas Talents 2018•Hangzhou" (hereinafter referred to as "Competition"). As an official Talents Cooperation Organization of Hangzhou and the major partner of this competition, AIEC is responsible for collecting global projects and provides corresponding services.

I. Profile of Hangzhou

    Hangzhou is a beautiful paradise city where the headquarters of e-commerce giant Alibaba is located and it is also the place where the G20 Summit was held in 2016 (visit http://eng.hangzhou.gov.cn/col/col1450889/index.html for more information). In order to meet the demand for the rapid economic development in Hangzhou and attract high-tech innovative talents and entrepreneurship projects, a number of high-tech enterprise parks have been established in Hangzhou, including non-Chinese international enterprise parks. As to promote the development of high-tech industries, China is also implementing more stringent intellectual property protection laws and providing support for high-tech companies.

II. Theme of Competition

The competition focuses on building a comprehensive platform with the resources such as policies, talents, funds, industries and markets, etc. which is led by government and participated by multiple parties, and introducing a number of key projects in the industrial fields that belong to smart industries, high-tech industries, strategic emerging industries and transformation and upgrading of traditional industries and so on, so as to further enhance the urban internationalization level of Hangzhou and boost its economic restructuring and upgrading.

III. Competition Time

    February - November, 2018

       The application deadline is May 31, 2018.

The semi-finals and finals will be held in July 2018 in Hangzhou, China.

IV. Contestants

The entrants of the special session of foreigners' innovation and entrepreneurship projects are those overseas high-level talents who are born in Non Greater China region (including Hong Kong, Macao and Taiwan regions), have bachelor’s degrees or above, innovative and entrepreneurial experience, innovative technologies or achievements with broad market prospects, and the intention to get engaged in the innovation and entrepreneurship in Hangzhou. Those personnel who have the innovation and entrepreneurship in Hangzhou are no longer eligible for the competition.

V. Competition Requirements

1. The participants can participate as individuals or teams. For the team participants, in addition to project owner, no more than three team core members can be additionally enrolled in the competition. The professional structure among members should be reasonable, relevant and complementary. When the project owner and the core members of the team meet the application requirements, they are eligible to enjoy the preferential policies such as the start-up funding, talents selection plans and so on related to the competition.

2. Each participating individual or team can only apply with one project.

3. The project should be the inventions and innovations or patented high-tech products or services that are involved in the core members of the participating team or legally authorized.

4. Each participating individual or team should have a complete, specific business plan with implementation possibilities that will promote the products or services to market, of which the project technologies, market prospects, business strategies, funding demands, the team members and future plan and clear business model etc., should be covered.

VI. Registration Method

VII. Steps of Implementation

    The competition will be launched from March 2018, and it is designed for the innovation and entrepreneurship projects around the world. After the mass-election, the organizer of the competition will invite the contestants who have projects with high technical content and great potential for commercial development to investigate the business entrepreneurial environment and conduct the projects connection in Hangzhou in July 2018. In addition, the semi-finals and finals will be held in accordance with their grouping of professional field. RMB 20,000 will be awarded for project owners and the cost of accommodation and transportation of contestants during the inspection tour of Hangzhou will be born by the organizer.

VIII. Competition Awards and Supportive Measures

    1. Competition Awards

The finals of the competition (Hangzhou) will set one first prize, two second prizes and five third prizes. The winning projects will be awarded with RMB 200,000, RMB 100,000 and RMB 50,000 respectively.

    2. Venture Capital

    About 100 million US dollars venture capital fund for this competition will be established for projects financing connection.

    3. Connection

The Organizing Committee will organize the units including all special support units, local venture capital agencies, well-known enterprises, and various enterprise parks and so on to have the special connection with the participating projects, the venture capital agencies, and product localization and marketing teams.

    4. Overseas Mentors

    Experts who have great influence in the academic or venture capital field in North America and Europe are invited to be overseas mentors. They will provide entrepreneurial guidance, venture capital and industrial resources for the participating projects to help the projects start and develop rapidly.

    5. Venture Funding

For the projects winning the first, second and third prizes of the finals, and put into implementation in Hangzhou within one year after the end of the competition, RMB 5 million, RMB 3 million and RMB 2 million will be subsidized respectively.

For the excellent projects winning the fourth to fifth, sixth to seventh and eighth to tenth place of each profession group in semi-finals, RMB 1,000,000, RMB 500,000 and RMB 200,000 will be subsidized respectively.

If the above projects are put into implementation in Hangzhou within two years after the end of the competition, they can be applied for re-evaluation of the projects. If the projects are confirmed to be advanced, they can be subsidized with the corresponding funding.

Other registered excellent projects implemented in Hangzhou can enjoy the various types of support policies in the place where the enterprises are registered without the evaluation.

    6. Preferential Policies

    Projects put into implementation in Hangzhou can enjoy the preferential policies such as park tax relief, rent subsidies, financing guarantees, discount loans and so on.

    7. Tracking Services

    After the winning projects are put into implementation in Hangzhou, the short-term free offices and accommodation facilities in the foreigner communities can be provided according to the connection situation and the special project personnel contact system can be established. The project teams will be visited on a regular basis to monitor implementation. The various incentives and policies of the competition should be carried out, and the application for funding for various projects and the relevant work items of other supporting policies of the winning teams should be ensured; the entrepreneurial mentors will be provided for the project teams, and the customized entrepreneurship training courses offering entrepreneurship guidance will be made for the competition "makers"; activities such as job fairs and entrepreneurial activities and so on will be held for the enterprises implemented from the winning projects.

IX. Notes

1. This competition does not charge any fees for the participants.
    2. The participants shall not violate the rules of the competition. The submitted materials of the entrepreneurship project shall not be found with the illegal acts such as plagiarism, misappropriation, etc. Once found, their qualifications shall be canceled or the prize money shall be recovered. In case that the participating projects are involved in copyright disputes, the participants shall bear all the responsibilities on their own.

3. In the event that the competition cannot be normally held due to the affection by factors such as force majeure, the organizer shall have the right to make corresponding adjustments to the schedule or terminate the competition.

4. The competition registration project materials will be publicly released for all major enterprises and institutions in Hangzhou, various parks and scientific research institutions, so as to seek for the exchange connection. The semi-finals and finals will be held in the form of project road show, and the road show process will be released to the public.

 5. The participants shall participate in this competition fully in the principle of voluntariness. If they have any objection with the competition, they can timely communicate with the Organizing Committee Office or choose to quit from the competition, but they are not entitled to request the alteration of the competition rules or the compensation for any fees incurred from the competition.

6. The Organizing Committee reserves the right to further supplement the views and the power of final explanation of this competition. Matters not mentioned herein shall be separately notified.
